"The programs that work must contain the essential components of restorative or balanced justice: community safety, offender accountability and competency development on the part of the offender so they do not reoffend."

"We found this in Positive Returns – a program for working with offenders who were arrested for shoplifting so they did not re-offend.  Not only does Positive Returns work, it is also easy to manage and not labor intensive for the court.  The Judge orders the offender to attend the program and sets a court hearing six weeks out for them to return; the program coordinator is in the court room and signs the offender up; the offender pays the fee; the coordinator advises the court if the offender does not attend; the offender appears for their court date and if they have completed the program they are given a reduced sentenced and are congratulated for their effort.  If they fail to complete the program they are subject to a sentenced of a fine of $500.00 and up to 100 days in jail."
